Busan Selected for the Ministry of Trade, Industry and Energy’s “Myeongji–Noksan AX Demonstration Industrial Complex Construction Project” — A Specialized Hub for Eco-Marine Materials, Parts, and Equipment

Busan Metropolitan City announced that the “Myeongji–Noksan Smart Green Industrial Complex AX Demonstration Industrial Complex Construction Project” has been selected as the final winner of the Ministry of Trade, Industry and Energy’s “2025 AX Demonstration Industrial Complex Construction Project” competition.

(AX: Artificial Intelligence Transformation — a concept signifying a shift in corporate operations and customer services through the fundamental application of artificial intelligence, thereby creating new value and competitiveness.)

With this selection, Busan will carry out the project over 40 months from September 2025 to December 2028, investing a total of KRW 24.9 billion (KRW 14 billion in national funds, KRW 6 billion in municipal funds, and KRW 4.9 billion in private investment).

The Myeongji–Noksan Industrial Complex, the nation’s largest concentration of shipbuilding equipment companies, accounts for 28.5% of Busan’s manufacturing output and 32.2% of the city’s exports, making it an optimal site for an AX demonstration complex.

This project aims to accelerate the AX transformation of the shipbuilding equipment industry through the establishment of a digital twin based on eco-marine materials, parts, and equipment–specialized processes, and to support technology demonstration and diffusion for small and medium-sized enterprises in the industrial complex.

In particular, the project is expected to serve as a turning point for strengthening the competitiveness of Busan’s manufacturing industry and securing future growth engines by verifying and disseminating AI-based autonomous manufacturing technologies focused on eco-marine materials, parts, and equipment.

Key components of the project include the establishment of a digital twin platform for integrated management of the Myeongji–Noksan Industrial Complex.
This platform will connect existing logistics, energy, and transportation infrastructure with ground sensors and aerial systems—such as drones, space assets, and satellites—to enable multidimensional environmental monitoring. It will also demonstrate generative AI services for integrated management of road risks, surface damage, and lane deterioration based on drone imagery.

In addition, the project will verify AI-powered manufacturing services, including an LLM (Large Language Model)–based specialized cloud system for shipbuilding equipment and SaaS (Software as a Service) manufacturing AI solutions.
It will also implement AI-based real-time visual data inspection, process optimization with 3D operation information, and AR (Augmented Reality)–linked worker guidance systems to enhance assembly processes.
A leading demonstration factory will be established to serve as a model for AX-based innovation.

Furthermore, an “AX Comprehensive Center” will be operated to formulate the mid-to-long-term AX master plan for the Myeongji–Noksan Industrial Complex, manage the “AX Alliance,” and support verification of specialized solutions in eco-marine materials, parts, and equipment.

This project will be jointly driven by local industry, academia, and research institutions, including Busan Technopark, Pusan National University, the Korea Industrial Complex Corporation’s Busan Regional Headquarters, and other related organizations, to advance the AX ecosystem across the industrial complex.

Since early this year, Busan Metropolitan City has built a close cooperative system with related institutions to prepare for this public call, and such collaboration among industry, academia, and research has led to this successful selection.
