Busan Metropolitan City Announces the First Comprehensive Plan to Support the “Sandwich Generation”

Busan Metropolitan City (Mayor Park Heong-joon) announced that it has established and will implement the First Comprehensive Plan to Support the Sandwich Generation for residents aged 35 to 55 living in Busan.

This plan is the first of its kind in the nation, developed in accordance with the Busan Metropolitan City Ordinance on Support for the Sandwich Generation, which mandates the establishment of a comprehensive plan every four years.

According to Article 2 of the ordinance, the “Sandwich Generation” refers to “individuals aged 35 or older but under 55 who reside in Busan Metropolitan City.”

From 2025 to 2028, the city will allocate about KRW 91.8 billion under the slogan “From the Sandwich Generation to the Key Generation”, aiming to address their policy neglect while promoting social integration and economic vitality.

The Comprehensive Plan envisions “A Happy Busan for All through Life-Cycle Support”, encompassing 32 support projects across six key sectors: employment, capacity building and education, housing and finance, culture and leisure, childbirth and childcare, and retirement and health.

• ●Employment: Empowering job policies
  The city will implement six programs, including the expansion of the “4050 Employment Promotion Project,” to support job transitions, re-employment, and customized job creation through digital technology.

• ●Capacity Building and Education: Growth through learning
  Four programs will be implemented, including a new “Workforce Skills Enhancement Program for Employees” starting in 2026, to provide customized training and sustainable lifelong education opportunities.

• ●Housing and Finance: Integrated housing stability and welfare
  To improve access to various housing support policies and expand financial assistance, five programs will be carried out, including the newly introduced “Savings Account Matching Program for Closed Small-Business Owners” in 2025.

• ●Culture and Leisure: Family-oriented cultural and leisure life
  Seven programs will be implemented to improve accessibility to cultural and leisure facilities and encourage participation, such as the pilot project “Busan-style Children’s Fast Track,” launching in 2025.

• ●Childbirth and Childcare: Building a community that grows together
  Six programs will promote childbirth- and childcare-friendly environments and alleviate economic burdens, including the expansion of the “Family-Friendly Certified Companies” program.

• ●Retirement Preparation and Health: Comprehensive support for healthy aging
  Four programs, including the new “Financial Management Education Program for Retirement Preparation” in 2025, will help individuals enhance their health and financial management capabilities.

In addition, the city plans to expand support in 2026 by introducing three additional projects for the Sandwich Generation.

These include the “Busan 40+ Maternity Happiness Package”, which supports safe and healthy childbirth amid rising pregnancy rates among women in their 40s.
