Busan Metropolitan City Selected as an Excellent Institution for the Establishment of the 8th Regional Health and Medical Care Plan for Two Consecutive Years

Busan Metropolitan City (Mayor Park Heong-joon) announced that it was awarded a Minister’s Commendation from the Ministry of Health and Welfare after being selected as an excellent institution in the metropolitan/provincial category in the “3rd Year Evaluation of the 8th Regional Health and Medical Care Plan.” This follows last year’s recognition in the 2nd year evaluation, marking two consecutive years of selection.

The regional health and medical care plan is a mid- to long-term plan established every four years under the Regional Public Health Act to improve residents’ health and enhance the level of medical care. Each year, the implementation results are analyzed and the following year’s plan is prepared. The Ministry of Health and Welfare recognizes and awards local governments with outstanding plan establishment and implementation performance, sharing exemplary cases nationwide.

The award ceremony was held yesterday (October 1) at the Floating Island Convention Hall in Seoul during the Performance Sharing Conference. The event was attended by about 450 participants, including officials from central ministries, local governments, and public health and medical support groups. It featured the presentation of commendations to excellent institutions, sharing of best practices, and guidance on drafting the 4th year implementation plan of the 8th Regional Health and Medical Care Plan.

The City systematically developed the 3rd year implementation plan for the 8th Regional Health and Medical Care Plan (2023–2026) under the vision “Healthy Busan Created Together, Lifelong Health Enjoyed Together.” It set three strategic tasks and nine detailed tasks, and its achievements were recognized in this evaluation.

The City established implementation strategies and performance indicators that reflect local characteristics, analyzed factors contributing to the achievement of indicators by detailed task, and logically linked them with this year’s (2025) policy directions. The City was highly praised for its effective use of limited health and medical resources and for metropolitan-level efforts to support districts and counties.

In particular, Busan-specific projects such as the Mobile Medical Service Bus, the “Haha Village Health Center,” and the Cerebrovascular Disease Recurrence Prevention Project were evaluated positively for contributing to the reduction of health life expectancy disparities.
