Busan Metropolitan City Completes Formation of Design Review Subcommittee Members for Technology-Based Bidding Projects

Busan Metropolitan City (Mayor Park Heong-joon) announced that it has completed the appointment of 62 members for the 2025 1st Busan Design Review Subcommittee (hereinafter referred to as the Subcommittee), which will be responsible for design evaluation and eligibility review of large-scale construction projects through technology-based bidding methods such as turnkey contracts.

The Subcommittee is composed of 62 members (32 public officials and 30 from the private sector) with a term of nine months, from October 1, 2025, to June 30, 2026. To ensure fairness and transparency, the city selected members through a public drawing conducted by a selection committee, which had been formed with recommendations from construction-related academic and professional associations.

The Subcommittee is organized into 14 specialized fields: civil engineering (structural engineering, construction, geotechnical engineering, roads, railways, water supply and sewerage), architecture (planning, structural engineering, construction), environment, landscaping, machinery, electricity, and communications.

As a subcommittee of the Construction Technology Review Committee established in July of last year, it will deliberate on construction projects pursued through technology-based bidding methods such as turnkey, alternative bidding, and technical proposals (basic and detailed design).

The newly formed Subcommittee is scheduled to carry out design evaluations and eligibility reviews for projects such as:

• ●Construction of the Western Busan Administrative Complex Town (technical proposal bidding),

• ●Construction of BEXCO Exhibition Hall 3 (technical proposal bidding),

• ●Construction of Busan Metro Line from Hadan to Noksan (turnkey bidding).

The list of members will be available from September 30 on the city’s website (Notice Section: City · Architecture · Housing - Announcements, www.busan.go.kr/depart/abnotice08) and through the Construction Technology Review Committee Management System (cone.busan.go.kr).

Min Soon-ki, Director General of the Bureau of Urban Space Planning, stated, “Through the Design Review Subcommittee, which performs the important role of design evaluation and eligibility review of large-scale technology-based bidding projects, we expect to ensure not only the quality and safety of facilities but also to contribute to the advancement of construction technology.”
