Busan Metropolitan City Opens “1365 Twin Busan” Citizen Platform… Experience Safety Services in a Virtual World

Busan Metropolitan City (Mayor Park Heong-joon) announced the launch of the citizen-oriented service platform “1365 Twin Busan” as part of the “Digital Twin Pilot Zone Project.”

1365 Twin Busan: Signifies the use of digital twin technology 365 days a year to ensure safe living for citizens.

The “1365 Twin Busan” platform is a data-driven decision-making support system that visualizes information related to alleys, pedestrian environments, and disaster-prone areas in 3D spatial data to promote urban safety and daily convenience, while also supporting policy-making.

By 2026, the City will expand and integrate administrative and citizen-experience-based digital twin services within the pilot zone of Busanjin-gu and gradually enhance its functions to cover the remaining 15 districts and counties.

Through the platform, Busan has opened four services developed during the first year (2024) of the project.

On the platform’s “Twin Map,” citizens can experience the following services:
▲CCTV Information Access ▲Pedestrian Environment Risk Map ▲Landslide Vulnerability Analysis ▲Redevelopment Project Designation Criteria Analysis

• ●CCTV Information Access Service: Provides information on CCTV locations and management in Busanjin-gu. Citizens can also simulate installing a virtual CCTV in their desired location.

• ●Pedestrian Environment Risk Map Service: Offers information on school zones, traffic accidents, vulnerable areas for traffic safety facilities, and allows users to check real street views via road view.

• ●Landslide Vulnerability Analysis Service: Delivers monitoring information on landslide-prone areas and provides staged forecasts of landslide risks within 72 hours.

• ●Redevelopment Project Designation Criteria Analysis Service: Allows users to view data on road connections, housing density, and underutilized lots for selected areas in Busanjin-gu.

In the second year of the project (2025), three additional services—Urban Air Quality Management, Smart Emergency Response for Citizen Safety, and Urban Artificial Lighting Safety—are scheduled to be unveiled in December.

The “1365 Twin Busan” platform can be accessed via the official website (1365twin.busan.kr). Before using the services, citizens can download user manuals from the “Data Room” in the public communication menu to facilitate easy and convenient usage.

Meanwhile, to further activate the citizen platform, the City is holding the “Digital Twin Media Creative Video Contest” until September 26. Creative video submissions selected as outstanding examples of platform usage will be actively used to promote Busan’s digital twin.

Min Soon-gi, Director General of the Urban Space Planning Bureau, stated,
“Our city is promoting a variety of policies to ensure citizen safety and everyday convenience. In particular, through the ‘Twin Map’ of the ‘1365 Twin Busan’ platform, we will actively support citizens in directly experiencing virtual safety services and participating in policies for a safer and more convenient Busan.”
