Busan Metropolitan City, Launches the Nation’s First Pilot Project for an “AI Agent Service” in Handling Civil Complaints

Busan Metropolitan City (Mayor Park Heong-joon) announced that it has been selected for the Ministry of Science and ICT’s public contest on “Support for the Use of Hyper-Scale AI-based Platforms” and will jointly promote the “Busan-type AI Agent Service for Civil Complaint Responses Pilot Project” with VAIV Company (CEO Kim Kyung-seo).

The pilot project combines hyper-scale AI with search technologies based on civil complaint data to verify advanced AI services in public administration, such as automatic classification of complaints, summarization of complaint content, conversion of Gyeongsang-do dialects into standard Korean, and generation of type-specific responses. The project will be carried out over four months, from September to December this year.

The main project objective is to develop and test a Busan-specialized Large Language Model (LLM) tailored for civil complaint handling (classification, summarization, conversion into standard Korean, and response generation).

In addition, the City will integrate its civil complaint data and introduce a RAG-based response system, establish an AI complaint response service that can be practically used by both citizens and civil servants, and propose a standardized model that can be deployed nationwide.

Through this pilot project, the City expects to achieve various benefits, including easing the workload of civil servants, improving the quality and reliability of citizen services, enabling faster and more accurate administrative processing, and revitalizing the local AI industry.

Cho Young-tae, Director General of the Administrative Management Bureau, stated, “Through the Busan-style AI platform, we will realize administrative innovation with AI that both citizens and civil servants can tangibly experience,” adding, “We will further expand the service into diverse administrative domains such as welfare, environment, and transportation.”
