Busan Metropolitan City Appoints Lee Jin-soo, Deputy Director of the Financial Services Commission, as New Director General of Finance & Start-up Policy Bureau

Busan Metropolitan City (Mayor Park Heong-joon) announced that Lee Jin-soo, Deputy Director of the Financial Services Commission, will be appointed as Director General of Finance & Start-up Policy Bureau effective August 27.

This personnel change follows the expiration of the term of Nam Dong-woo, the current Director General of Finance & Start-up Policy Bureau, who will return to the Financial Services Commission on August 26.
The new Director General Lee Jin-soo will serve for one year from tomorrow (August 27) until August 26, 2026, and the letter of appointment will be presented by Mayor Park Heong-joon at 09:50 today (August 26) in the City Hall Protocol Room.

The Director General of Finance & Start-up Policy Bureau, a Grade 3 bureau-level position, oversees a wide range of financial affairs including the expansion of financial hub infrastructure, support for financial technology innovation, and policies to support startups and ventures. This position is operated to promote strategic personnel exchanges with central government ministries.
The city has built a close cooperative system with the Financial Services Commission and, since last year, has actively promoted personnel exchanges in the financial sector, becoming the first local government to dispatch a Grade 4 official to the Commission.

The new Director General Lee Jin-soo began his public service career in 2002 after passing the 45th Higher Civil Service Examination. He has held key positions including Director of Banking Division, Director of Human Resources Administration Division, Director of SME Finance Division, and Director of Policy Coordination Division at the Financial Services Commission, earning recognition for his expertise and competence in financial administration.

Mayor Park Heong-joon stated, “The Director General of Finance & Start-up Policy Bureau plays a pivotal role as the control tower for our city’s financial and startup policies. Deputy Director Lee Jin-soo is the right person to contribute to the development of Busan’s financial industry, based on the extensive experience and expertise he has accumulated at the Financial Services Commission.” He further added, “We expect him to actively engage with and cooperate with the central government to strengthen the competitiveness of Busan’s financial industry and resolve various financial challenges, thereby contributing to the realization of ‘Global Hub City Busan.’”
