Establishment of Emergency Response System for Hydrogen Supply Shortages – Busan Metropolitan City Signs MOU on “Emergency Response System for Hydrogen Bus Refueling Stations”

□ Busan Metropolitan City (Mayor Park Heong-joon) announced that today (20th) at 10:00 a.m., it will sign a “Memorandum of Understanding on Establishing an Emergency Response System for Hydrogen Bus Refueling Stations in Busan Metropolitan City” in the 26th-floor conference room at City Hall.

□ A total of six organizations will participate in this agreement: ▲Busan Metropolitan City ▲Busan Regional Headquarters of Korea Gas Safety Corporation ▲SK Plug Hybus Co., Ltd. ▲Daedo Hyzen Co., Ltd. ▲Daejin Clean Energy Co., Ltd. ▲Hysone Co., Ltd.
○ Park Dong-seok, Director General of the Advanced Industry Bureau of the City, Lee Heon-mok, Director of the Busan Regional Headquarters of Korea Gas Safety Corporation, and the heads of the four hydrogen refueling station operators in Busan will attend the signing ceremony. They will cooperate to establish an emergency response system to ensure stable supply and expansion of hydrogen buses.

<Overview of the MOU Signing Ceremony> ㅇ Date/Location: August 20, 2025 (Wednesday), 10:00–10:40 / 26th-floor conference room, Busan City Hall ㅇ Parties to the Agreement: Busan Metropolitan City, Busan Regional Headquarters of Korea Gas Safety Corporation, SK Plug Hybus Co., Ltd., Daedo Hyzen Co., Ltd., Daejin Clean Energy Co., Ltd., Hysone Co., Ltd. ㅇ Main Content: Establishment of an emergency response system to prepare for hydrogen supply instability and unexpected reasons such as malfunction or repair of refueling station facilities that may result in limited hydrogen sales or inability to refuel at hydrogen bus refueling stations in the Busan region

□ The agreement has been prepared to establish an emergency response system in the event that hydrogen sales are restricted or refueling becomes impossible due to hydrogen supply instability or unexpected causes such as equipment malfunctions or repairs at hydrogen bus refueling stations within the region.
○ The City will be responsible for administrative support, including emergency alternative refueling at public hydrogen refueling stations and dissemination of information. The Busan Regional Headquarters of Korea Gas Safety Corporation will handle on-site inspections and testing. Refueling station operators will support alternative refueling by extending operating hours and providing emergency refueling services.

□ Through this agreement, the City expects to contribute to the establishment of a hydrogen industrial ecosystem by creating a stable refueling environment and operational foundation for hydrogen buses.

□ Park Dong-seok, Director General of the Advanced Industry Bureau, is expected to state, “This agreement establishes a safety net to prepare for the suspension of operations at individual refueling stations, and will serve as a foundation for providing convenient and safe services to citizens as well as ensuring the stable operation of hydrogen buses.”
