Busan Metropolitan City to Conduct Second Survey on the Status of Individuals Experiencing Prolonged Social Withdrawal

Busan Metropolitan City (Mayor Park Heong-joon) announced that, in cooperation with the Busan Development Institute, it will conduct the second survey on the status of individuals experiencing prolonged social withdrawal.*

• ●Individuals experiencing prolonged social withdrawal: People who, due to social, economic, cultural, or other reasons, live in a confined space such as their home, isolated from the outside world, making normal social activities significantly difficult.

In accordance with the Busan Metropolitan City Ordinance on Support for Socially Withdrawn Individuals, the city has been conducting a status survey every three years since 2022 to understand the local situation and to establish stable, systematic support policies. The main goal is to identify the difficulties and needs of socially withdrawn individuals and their families and prepare customized support measures.

This status survey will be carried out by the Busan Development Institute, a professional research organization that provides policy alternatives through the investigation, analysis, and study of regional issues.

The survey consists of:
▲ A questionnaire for socially withdrawn individuals and their families
▲ Focus group interviews with academic and field experts

The survey targeting socially withdrawn individuals and their families residing in Busan will be conducted online from today (August 11) to September 15.

Those who, either currently or in the past, have gone out only for basic needs without communicating with others, or who have stayed exclusively at home (in their rooms) for a certain period without going out, may participate in the survey.

The main contents of the questionnaire include:

▲ Duration and cause of withdrawal
▲ Health condition
▲ Main activities
▲ Information acquisition methods
▲ Recovery methods
▲ Required services and needs

In addition, the city plans to gather specific policy suggestions and opinions from academic and field experts through focus group interviews.*

In the first survey conducted in 2022, 597 socially withdrawn individuals and 213 family members responded. Among the respondents, those in their 20s and 30s accounted for 81.1%, and the most common duration of withdrawal was between one and three years (30.5%).

Jeong Tae-gi, Director General of the Social Welfare Bureau, said, “The scale of the socially withdrawn population and their service needs identified through this survey will be actively reflected in the establishment of support plans and the discovery of effective projects. We ask that you carefully consider your own or your family’s situation, and if it corresponds to that of a socially withdrawn individual, please participate actively in the survey.”
