Busan Metropolitan City Announces the 2025 Preliminary Social Enterprise Designation Call for Applications

Busan Metropolitan City (Mayor Park Heong-joon) announced that applications for the 2025 preliminary social enterprise designation will be accepted from August 11 to 29.

< Overview of Designation >

• ●(Eligibility) Corporations or organizations established under the Civil Act, Commercial Act, or other non-profit private entity legislation

• ●(Designation Period) 3 years

• ●(Designation Types) Social service provision, job creation, community contribution, hybrid, and other creative/innovative models

• ●(Method of Designation) Applicants must meet the criteria for preliminary social enterprises. Evaluation will be based on the excellence of the business plan, soundness of the organization, and commitment to social values. Final decisions will be made by a review committee.

Preliminary social enterprises are entities that have not yet met the certification requirements under the Social Enterprise Promotion Act but have a substantive business structure and pursue social objectives through business activities.

Each year, Busan Metropolitan City designates enterprises that create jobs for the vulnerable and provide social services in line with local needs as preliminary social enterprises and nurtures them toward becoming certified social enterprises. Currently, a total of 44 companies are active as Busan-style preliminary social enterprises.

Designated preliminary social enterprises are granted eligibility to apply for support programs over a three-year period. They may also receive consulting services to meet the Ministry of Employment and Labor’s certification criteria for social enterprises, and benefit from preferential public procurement, market development support, financial assistance, and more.

Companies interested in obtaining preliminary social enterprise designation may apply through the Social Enterprise Integrated Management System (seis.or.kr) or contact the social enterprise department of their respective district or county office.

Busan Metropolitan City plans to conduct a document review and on-site inspections between September and October, followed by evaluations by expert and social enterprise promotion committees. Final selection results will be announced on the city’s official website.

Additionally, an information session for interested companies will be held on August 7 at 10:00 a.m. at the City Hall International Conference Room. The session will provide detailed guidance on eligibility, required documentation, and how to apply via the Social Enterprise Integrated Management System.
