Designing the Future of Administration with Artificial Intelligence (AI)! Busan City Expands Public AI Services Through Practical Training Programs

Busan Metropolitan City (Mayor Park Heong-joon) announced that it will conduct a 3-day training program titled “NEXT GOV AI: Specialized Training in Planning and Practice for the Introduction of Public AI Services” from September 3 to 5, as a follow-up to the MOU signed with Naver Cloud Corp. in April.

○ This hands-on program aims to strengthen the planning skills and technological understanding of public officials involved in AI services. It will target 30 participants from the Busan City Government, district offices, affiliated organizations, and public corporations who are responsible (or expected to be responsible) for AI-related tasks.

○ Naver Cloud’s development team and AI experts from Naver Business School will lead the theoretical and practical components of the course. The training will take place at Naver Square Busan in Haeundae District.

The training will cover:

• ●Understanding AI-based Administrative Services

• ●Core Technology Practices (including generative AI foundation models and RAG)

• ●AI Service Derivation

It will include lectures, hands-on practice, and team projects, allowing participants to experience the full cycle of AI service planning and implementation tailored to the public sector.

○ In the Understanding AI-based Administrative Services session, participants will explore how AI can be integrated into public administration structures and workflows, with an overview of the latest administrative case studies.

○ In the Core Technology Practices session, trainees will work with generative AI foundation models to practice natural language processing and data inference. They will also experience the Retrieval-Augmented Generation (RAG) technique, which is increasingly used in public services. This session will enhance understanding of how to design and integrate these technologies into real-world administrative environments.

○ In the AI Service Derivation session, participants will design customized AI services based on their respective organizational needs. Through team projects, they will produce concrete deliverables including service flowcharts, functional requirements, and implementation roadmaps at a level suitable for real project proposals.

Busan City is preparing to become a “National Standard for AI-based Administration.”
Following generative AI pilot projects in 2025 (focusing on general administration, safety, and environment), the city plans to expand AI services across all administrative fields from 2026 to 2028.

○ AI will help replace repetitive and labor-intensive tasks, allowing civil servants to focus on more creative and strategic duties. This shift will become a core foundation for administrative transformation (AX).

○ Additionally, citizens will experience expanded and smarter administrative services through the introduction of AI-based systems.

Jo Young-tae, Director General of Busan’s Administration and Autonomy Bureau, stated:

“Artificial intelligence is no longer a technology of the distant future—it is an urgent task for today's administration.” He emphasized,

“This training marks the beginning of fostering practical experts who will enhance AI-based administration and develop a leading model that can be scaled nationwide.”

He added, “By internalizing strategic planning capabilities at the individual level, we aim to accelerate AI-based administrative transformation (AX) across the entire public sector and significantly boost the competitiveness of future administration.”
