Busan Metropolitan City to Promote “Public Benefit Allowance for Farmers” to Realize Public Value and Stabilize Farmers’ Income

Busan Metropolitan City (Mayor Park Heong-joon) announced that it will implement the “Public Benefit Allowance for Farmers” program this year (2025) to sustain the public functions of agriculture and stabilize farmers’ income.

This initiative is designed to:
▲ Maintain the public benefit functions of agriculture and rural communities
▲ Address rural population decline and aging
▲ Stabilize farmers’ income

The recipients of the allowance are farming households who, as of January 1, 2025, reside in Busan, are actively farming, and receive the Basic Direct Payment while fulfilling obligations such as maintaining the shape and function of farmland, adhering to pesticide and fertilizer usage standards, and managing agricultural waste.

• ●Households receiving the Basic Direct Payment: These are households that receive government subsidies in return for fulfilling public benefit practices in agriculture, such as complying with pesticide residue limits, fertilizer usage standards, managing agricultural waste, maintaining farming records, and adhering to standards for river and groundwater use.

The allowance is KRW 600,000 per household annually. If two or more members of the same household (as per the resident registration) qualify for the allowance, only one person may receive it. Applications will be accepted based on the location of the farmland subject to the Basic Direct Payment, whether it is in Busan or elsewhere.

Applications will be accepted for one month from today (July 21) through August 20. Applicants must visit the administrative welfare center of the relevant jurisdiction or place of residence. After reviewing the applications and conducting field verifications to confirm active farming, Busan Metropolitan City plans to disburse the allowance between November and December.

Park Geun-rok, Director General of the Maritime Affairs and Agricultural and Fisheries Bureau, stated, “Considering the difficult conditions facing rural communities due to the climate crisis, Busan Metropolitan City has decided to provide the Public Benefit Allowance for Farmers,” and added, “We hope this program will contribute to the preservation of rural communities and stabilization of farming households’ income through agricultural activities.”
