“Citizen Safety First” – Busan City Strengthens Safety Measures at Dongnae Historic Park Private Park Development Construction Site

The Busan Metropolitan City (Mayor Park Heong-joon) announced that it will take thorough follow-up measures in response to a recent rockfall at the construction site of the Dongnae Historic Park Private Park Development Project.

The project is being implemented as a special private park development initiative in anticipation of the expiration of long-delayed urban planning facilities.

On June 12, prior to the rainy season, a tree root removal process was being carried out as part of slope grading and disaster prevention work on a steep slope within the park site. During this process, a 30 cm-wide rock rolled down and struck the lower exterior wall of a nearby apartment building, damaging the exterior finish.

Fortunately, the area is usually restricted by the apartment’s management office, and no residents were present at the time, so no injuries occurred.

The incident site is a steep hillside adjacent to the apartment complex, which had previously experienced repeated issues during heavy rains—such as soil runoff and slope instability.

The city has been actively pursuing this private park development project to fundamentally resolve these issues and improve the safety of local residents.

In response to the rockfall, the city:

• ●Ordered the immediate implementation of enhanced safety measures,

• ●Suspended all tree-felling operations until the measures are completed, and

• ●Issued stern warnings to both the private developer and the construction management team for their lack of safety oversight.

Although the city had repeatedly emphasized and requested strict site safety and environmental management, it took the incident very seriously and determined that some safety measures on-site had been inadequate.

As a responsible follow-up:

• ●Strengthened safety measures were immediately notified and ordered for rapid implementation,

• ●A rockfall protection net was promptly installed between the apartment and the felling site,

• ●All felling and root removal activities in the area were suspended,

• ●Additional protective structures were ordered along the apartment boundary,

• ●Safety personnel were stationed at all times during construction,

• ●Safety education was intensified for all site personnel,

• ●And regular on-site inspections were mandated.

Ahn Cheol-soo, Director General of the Busan Green City Bureau, stated:

“We will do everything in our power administratively to ensure no similar incidents occur again by promptly implementing reinforced safety measures, thorough pre-inspections, and enhanced site management with the highest priority on citizen safety.”
