The Renewed “Busan Youth 10,000+ Culture Pass” – Take On the Challenge This Year!

The Busan Metropolitan City (Mayor Park Heong-joon) announced the official launch of the upgraded “Busan Youth 10,000+ Culture Pass” in 2025. The program is an expanded and improved version of the original “Busan Youth 10,000 Culture Pass,” which made its debut in 2024 and received overwhelming support, with applications closing within seven minutes.

The “Busan Youth 10,000+ Culture Pass” allows participants to enjoy cultural performances worth up to 110,000 KRW by paying only 10,000 KRW. It is open to all youths registered as residents of Busan, born between 1986 and 2007, regardless of income level.

This year’s improvements include:
▲ Expanding the number of recipients from 5,000 to 8,500
▲ Adding local festivals to the eligible cultural categories
▲ Introducing a 50,000 KRW voucher alongside the existing 100,000 KRW option
▲ Piloting a new “Local Performance Package” to promote cultural accessibility and stimulate Busan’s cultural ecosystem

○ A total of 8,500 youths will be selected, which is an increase of 3,500 from the previous year.

○ In addition to performances, local festivals are now included. A 50,000 KRW voucher has been added to the existing 100,000 KRW option, and the new “Local Performance Package” will offer diverse cultural experiences. Busan City and the performing arts sector aim to co-create a sustainable cultural ecosystem through this initiative.

Applications will be accepted starting at 10:00 AM on May 28 via the Dongbaekjeon mobile app.

○ Only payment made with a Busan Bank Dongbaekjeon card will be accepted. Applicants must install (or update) the Dongbaekjeon app and obtain a Dongbaekjeon card under their name prior to the application date.

○ Applicants do not need to choose a voucher type. A total of ▲7,500 recipients will receive the 100,000 KRW voucher and ▲1,000 will receive the 50,000 KRW voucher, on a first-come, first-served basis during the same time period.

○ Selected applicants will see a “Congratulations” message, and can check their selection status in the “My” section of the Dongbaekjeon app under Policy Fund Application Status.

Through the “Busan Youth 10,000+ Culture Pass,” each selected youth can reserve and attend one performance (musical, concert, etc.) or local festival recommended by the city. The event list and schedule will be released after the selection process is complete.

This year, the city will separate the applicant pool for the Ministry of Culture, Sports and Tourism’s “Youth Culture and Arts Pass” and the “Busan Youth 10,000+ Culture Pass,” allowing more youths to participate.

○ Youths born in 2006 should apply for the jointly-run “Youth Culture and Arts Pass*” by Busan City and the Ministry.

• ●Youth Culture and Arts Pass: A program supporting 8,881 19-year-old residents of Busan (born in 2006) with up to 150,000 KRW each for performances and exhibitions. Applications are open until May 31, and the pass can be used through designated ticketing sites (Interpark, YES24) until December 31.

○ Note: Those who received the “Busan Youth 10,000 Culture Pass” or “Youth Culture and Arts Pass” in 2024 are not eligible this year. Also, selected participants who fail to use their vouchers within a set period may have their benefits revoked.

Kim Gui-ok, Director of the Youth & Industrial-Academic Support Bureau, stated, “This year, we’ve upgraded the Busan Youth 10,000 Culture Pass into a core youth culture program—‘Busan Youth 10,000+ Culture Pass.’ We hope it serves as a small gift for young people during Culture Week at the end of May. The city will continue to develop and promote various projects and policies to make Busan a city where youth are happy to live and stay.”
