The Public Announcement on the Public Subscription of the Service Corporation for the Comprehensive Plan Formulation Aimed at Cultivating the Busan Cinema & Multi-Media City

Pursuant to the regulation of Paragraph under Article 26 of the "Law Enforcement Decree Pertaining to the Agreement on the Government as a Party to It," the necessary particulars are announced as follows for the selection of the service corporation aimed at cultivating the Busan Cinema & Multi-Media City.

1. The Bidding Subject : The Comprehensive Plan Formulation Research Service Aimed at Cultivating the Busan Cinema & Multi-Media City

2. The Bidding Method : The free contract with the best corporation based on the inspection and evaluation of the written plan (written proposal) concerning the implementation of the above-mentioned service

3. Service Amount (Service Expenses) : Within One Billion Won (￦1,000,000,000)

4. The Submission of the Service Implementation Written Plan (Written Proposal)
a. The Place of Submission : Culture and Arts Division, Busan Metropolitan City
b. The Submission Deadline : March 26, 2004 ∼ April 13, 2004 (for 20 days)
c. The Submission Method : The person himself or a proxy shall submit the written plan to the place of submission personally, and in case of a proxy, a letter of proxy shall be brought.
d. Attention
(1) The service implementation written plan(written proposal) shall be prepared in conformity with the guide and the instructions for preparation to be distributed on the opening of the Plan Explanatory Meeting.
(2) At the time of the submission of the written plan, the documents which certifies the eligibility for participation in conformity with the guide to be separately distributed shall be submitted together.

5. The Service Period : 10 (Ten) Months from the contact date

6. The Opening of the Plan Explanatory Meeting
a. Date : Thursday, 14:00 p.m., March 25, 2004
b. Place : The International Conference Room, 12th Floor, Busan Metropolitan City
c. Requirement for the Participation : A representative or a proxy with a letter of proxy
* A proxy shall bring a letter of proxy and an ID Card.
d. Contents : The explanation and distribution of the guide for the written proposal preparation
e. Others : Participants shall bring the seal impression of a corporate body or the seal impression in use.

7. The Eligibility for the Submission of the Written Proposal
a. Academic Service Corporation :
○ A corporation which has a record on the implementation of the academic service (per subject) concerning the development project and the urban planning of the state organizations or the district autonomous organizations amounting to over 200,000,000 Won within the recent 3 years from the bidding public announcement day, and
○ A corporation which participated directly in the service amounting to 200,000,000 Won by the completion base in the capacity of researcher upward other than research assistant.

b. Technical Service Corporation :
○ A corporation which finished the main body report of the engineering activities of the construction sector(transportation, urban planning, civil engineering construction, architectural construction, etc.) and the environmental sector(air quality, air, waste treatment, etc.), etc. pursuant to Article 4 of the Engineering Technology Promotion Act, and Article 3 of the Enforcement Decree of the Same Law, with the engineers of each relevant sector at work, and
○ However, provided that in case the principal business office is not located in Busan Metropolitan City the joint contract shall be made with the professional registered corporation and the architect office, etc. whose principal business office is located in Busan Metropolitan City, in terms of transportation, the urban planning and the architecture construction, etc.

c. Matters concerning the Joint Contract
(1) The academic service corporation and the technical service corporation shall participate in the form of the joint contract.
(2) The academic service corporation shall take the representative of the joint contractor, and the joint contractors of the technical service corporation may be consisted of within the 3 corporations.
(3) The joint contract shall be made in the form of the joint implementation system (the main contractor management system), and the joint contract agreement shall be submitted at the time of the bidding participation application.

8. The Selection(Inspection) of the Service Corporation

a. Date & Place : Friday, 14:00 p.m., April 16, 2004
The International Conference Room, 12th Floor, Busan Metropolitan City

b. The Selection Method
○ The corporation which earned the highest point in the aggregate through the evaluation of the service implementation written plan (written proposal) based on the mark sheet to be separately distributed will be selected among those eligible for the participation which submitted the written proposal within the deadline.
○ In the above-mentioned order, the corporation of contract object and the order provider conclude the free contract, however, in case of its failure, the runner-up corporation will be selected as the contractor.
○ The result of the selection of the service corporation will be individually announced within one week.

9. The Nullification of the Service Implementation Written Plan(Written Proposal)

Any proposal made by an ineligible participant or prepared in nonconformity with the written proposal preparation guide, or any proposal made by an unfair practice shall be nullified.

10. Other Matters
a. Any provisions which are not specified in this Public Announcement shall be governed by the "Law Pertaining to the Agreement on the Government as a Party to It and the Exceptional Regulation of the Law Enforcement Decree Pertaining to the Agreement on the Government as a Party to It for the Specific Procurement."

b. Bidders shall submit the written proposal after the thorough understanding of the bidding information such as the written proposal preparation guide and the instructions for preparation, etc., for the ordering of the comprehensive service aimed at cultivating the Busan Cinema & Multi-Media City.

c. The proposal application form will be distributed on the day of the Plan Explanatory Meeting, and the contents of the public announcement will also appear on the Busan Metropolitan City and the Public Procurement Service Home Page(www.metro.busan.kr, www.g2b.go.kr).
