Busan City has announced that Hwangnyeong Tunnel connecting Nam-gu to Busanjin-gu will be toll-free from October 1, 2010.

It was previously scheduled not to have become a toll-free tunnel until 2016. The City plans to revise the Busan Metropolitan City ordinance requiring a fee to be paid for driving through the tunnel, to make it toll-free 5 years and 8 months earlier than was due to be the case.

The City broke ground on Hwangnyeong Tunnel to establish improved traffic links connecting the Gwangalli and Haeundae areas to Namhae Expressway via the Dongseo Elevated Highway in September 1990 and completed the project in May 1995. Toll fees are 600 won for small vehicles and 800 won for full-sized vehicles.

To relieve traffic congestion near the Hwangyeong Tunnel toll booths, the city has decided to pay off 78.6 billion won of the private investment for the tunnel construction by the end of September and make the tunnel toll-free.

The current toll-free tunnels and highways in Busan are Bunyeong-ro (since January 2004), Gudeok Tunnel and the second Mandeok Tunnel (since July 2005), and the Dongseo Elevated Highway (since August 2009). The City expects this plan will help to relieve chronic traffic congestion near the toll-booth of Hwangnyeong Tunnel, ease the financial burden on the public, and reduce distribution costs.
