Notice of Pre-Qualification for Tender Process Consultant Engineers

 

Notice is hereby given that the applicants are invited to the pre-qualification for consultant engineering services for Urban Improvement Promotion in Seo-dong/Geumsa-dong in accordance with Article 21 of the Construction Technology Management Act of the Republic of Korea and Articles 37 and 38 of the Enforcement Decree of the same Act.

1. Bid Title : Consultant engineering services for Urban Improvement Promotion in Seo-dong/Geumsa-dong

2. Bid Implementation Authority : Busan Metropolitan City

3. Scope of Construction Works

A. Location: Seo-dong & Geumsa-dong & Bugok-dong & Hoedong-dong, Geumjeong-gu, Busan Metropolitan City, Korea (urban improvement promotion areas in Seo-dong/Geumsa-dong)

B. Area: 1,508,340㎡

C. Work Description

- Basic research & analysis

- Establishment of promotion initiatives by area

- Designation of areas for urban improvement promotion & formulation of the project plan

- Setting up a plan of development profit redemption and phased strategies of business promotion

- Laying out a description of expected project outcome

4. Project Period : 12 months from the date of commencement

5. Amount : 1,493,300,000 won (VAT included)

6. Applications of Tenders and Evaluation

A. Bid Participation Requirements

1) In accordance with Article 4 of the Engineering Technology Promotion Act, companies shall have a registered membership in Korean Engineering Cooperation (or licensed professional engineer) in the fields of construction (urban planning & road and airport & water supply and drainage & landscape architecture & transportation) and environment (water quality control, air quality control, waste treatment, noise and vibration) at the Ministry of Science and Technology as of the publication date.

2) In accordance with Certified Architects Act, architectural companies shall have a registered membership in the Ministry of Construction and Transportation.

3) Companies in other cities and provinces that meet the requirements in 1) shall have a registered membership in fields of construction(all areas stated in 1)) and environment(more than one area stated in 1)) and have a consortium with a local company or a local architectural company whose main office is located in Busan Metropolitan City. A consortium of no more than three companies is also possible (under joint venture), and in the case of a joint-service in which a local company or a local architectural company is participating, an extra point is given in accordance with Detailed Criteria for Local Autonomous Bodies Technology Service Qualification.

4) Representative company shall meet the requirements stated in 1), and a local architectural company shall bear more than 20 percent of the joint service.

B. Details of Work Description

1) Criteria for project performance and an instruction to fill out the project performance evaluation sheet will be posted on the website of the National General Electronic Supply System (www.g2b.go.kr).

2) Participants can read a bidding guide before the deadline for submission of project performance evaluation sheets.

3) Company representatives or legal representatives of the applicants who have a letter of attorney shall have with them a seal and employment certificate or resident registration card.

C. Registration for Application and Submission of Project Performance Evaluation

1) Registration for Application & Reference Issuance:

2) Deadline for Submission of Project Performance Evaluation Sheets:     18 Sep. 2007 (09 :00~18:00)

3) Reference Issuance, Registration for Application, and Pre-Qualification Submittal Location: Urban Planning Division, Busan Metropolitan City

D. Criteria for Selection of Applicants: Submitted project performance evaluation sheets will be judged based on the Construction Technology Management Act, and those who score more than a certain number of points will have a competitive bid. (Those selected will be individually notified of bid date and other information after selection.)

7. Other Information

A. Applicants who have received a reference on submitting the project performance evaluation sheet and have registered for application have a right to submit the project performance evaluation documents.

B. Company representatives should bring with them their registered seals and the documents for registration stated above. 

C. In no case shall submitted documents be returned and expenses paid.
