Busan City Audit Committee launches special investigation to address sinkhole issues on Sasang–Hadan Busan Metro Line

The Busan City Audit Committee (Director General of Audit Committee: Yoon Hee-yeon, hereinafter “the Audit Committee”) announced today that it will conduct a special investigation into the construction site of the Sasang–Hadan Line of the Busan Metro, where a series of recent sinkhole incidents have caused public concern.

On April 22, the Audit Committee released the findings of a targeted audit of the Sasang–Hadan Line construction project, concluding that the sinkholes resulted from a combination of factors, including heavy rainfall, inadequate construction supervision, and substandard installation of drainage joint structures.

However, the audit findings only addressed Section 2 of the Sasang–Hadan Line along Saebyeok-ro. Despite a total of 14 sinkholes occurring in the Saebyeok-ro section, only two were in Section 2, while twelve occurred in Section 1, raising questions regarding the cause and mitigation of the sinkholes in Section 1.

To alleviate public anxiety, Mayor Park Heong-joon received a report from the Audit Committee at 9:30 a.m. today and issued a special directive. He ordered the formation of a reinforced special investigation team—including experts in civil engineering fields—and directed them to begin a thorough investigation into the sinkholes on the Sasang–Hadan Busan Metro Line starting April 28.

The special investigation team, organized by the Audit Committee, will include not only public officials with expertise in relevant areas such as railway construction, stormwater and wastewater pipelines, but also external specialists from academia and the construction field. The aim is to deploy administrative capabilities intensively and produce reliable investigation results.

The Audit Committee plans to conduct a high-intensity special investigation focused on identifying the root causes of the sinkholes and developing fundamental solutions to prevent recurrence.

Mayor Park stressed, “Nothing is more important than the safety of our citizens,” and added, “This year, the Audit Committee is conducting inspections based on an annual audit plan that prioritizes citizen safety. Through the Audit Committee, we will swiftly establish a special investigation plan for the Sasang–Hadan Line section, where citizen concern is high, and assign experts to the team. A thorough and detailed investigation will be conducted, and results will be confirmed quickly to resolve public anxiety.”
