Busan City Launches Applications for 2025 Lifelong Education Voucher Program — Registration Opens Today (April 24)

Busan Metropolitan City (Mayor Park Heong-joon) announced the opening of applications for the 2025 Busan Lifelong Education Voucher Program starting April 24. The initiative aims to provide education fee support to low-income adults and individuals with disabilities.

The Lifelong Education Voucher Program is designed to reduce barriers to lifelong learning caused by socioeconomic disparities and to expand educational opportunities for all.

Eligible participants include adult residents of Busan who fall under the following categories:

• ●Low-income individuals: Basic livelihood security recipients or those in the near-poverty bracket (aged 19 and above)

• ●Persons with disabilities: Registered individuals under the Disability Welfare Act (aged 19 and above)

• ●Seniors: Residents aged 65 and older

• ●Digital learners: Adults aged 30 and above wishing to pursue AI and digital career training

This year, the city has expanded the program to include two new categories—senior learners and digital learners—bringing the total number of recipients to 6,832:

• ●4,980 low-income individuals

• ●799 individuals with disabilities

• ●468 seniors

• ●585 digital learners

Selected participants will receive a Busan Lifelong Education Voucher issued as an NH Nonghyup “Chaum” card under their name. This card provides KRW 350,000 in credit that can be used for tuition and textbooks at designated lifelong education institutions.

The voucher can be used at certified institutions offering courses in fields such as vocational training, certification, entrepreneurship, language, humanities, and AI/digital skills. A full list of eligible institutions is available at www.lllcard.kr/busan.

Applications are open from 10:00 AM on April 24 to 6:00 PM on May 14:

• ●Low-income individuals: Apply via the Busan Lifelong Education Voucher website (www.lllcard.kr/busan)

• ●Persons with disabilities: Apply via the Government24 portal (www.gov.kr, under “Bojogeum24”)
  ※ For applicants with severe disabilities unable to apply online, in-person registration at district offices is available during the application period.

Applications for the senior and digital voucher categories will be announced separately in June.

If the number of applicants exceeds the quota, recipients will be selected through a randomized online draw.
