Busan City and Pusan National University Sign MOU to Foster Quantum Research, Industry, and Cluster Development

The Busan Metropolitan City and Pusan National University (President Choi Jae-won) held an MOU signing ceremony on April 14 at 2:00 PM at the Quantum Science and Technology Center to formalize cooperation on quantum science research, industry development, and cluster formation.

The ceremony was attended by Mayor Park Heong-joon, President Choi Jae-won, and approximately 20 representatives from government, academia, and industry. The partnership aims to strengthen Busan’s candidacy to be designated a National Quantum Industry-Academia Cluster.

In addition to the MOU signing, the event featured:

• ●The unveiling of the center’s signboard

• ●A presentation of Busan’s mid-to-long-term plans for the quantum sector

• ●A meeting of the city’s Quantum Science and Technology Advisory Committee, chaired by Professor Kim Jae-wan of the Korea Institute for Advanced Study

■ Busan’s Vision for the Quantum Industry (2025–2027)

Busan announced its new strategy titled:
“Quantum Leap Forward: Busan’s Vision for Quantum Industry Advancement”, with the goal of establishing Busan as a specialized city for quantum research and industry.

The city plans to invest approximately KRW 6.9 billion over three years (2025–2027) under the Quantum Industry Development Master Plan, focusing on the following three strategic areas:

• 1.Expanding Research Infrastructure

• ○Establish up to six quantum research centers by 2027

• ○Strengthen university-led research capabilities and discover promising quantum-related startups

• 2.Talent Development and Awareness Building

• ○Utilize Korea’s RISE (Regional Innovation System) and offer quantum conversion training for existing ICT professionals

• ○Host international conferences to facilitate knowledge exchange and promote local industry growth

• 3.Industrial Ecosystem Formation

• ○Support government R&D projects and nurture 10 local quantum companies by 2027

• ○Launch the Busan Quantum Cluster Development Plan to attract national-level cluster designation

The Quantum Science and Technology Center, now formally inaugurated, will serve as a foundational platform for research, workforce training, startup incubation, and strategic planning to attract the national cluster designation.

Later in the day, the Busan Quantum Advisory Committee reviewed and discussed the implementation plans for 2025, including detailed action items under the city’s master strategy.

Mayor Park Heong-joon stated:

“This year marks the UN-designated ‘International Year of Quantum Science and Technology,’ and today is also celebrated as ‘World Quantum Day,’ inspired by Planck’s constant.
We will make 2025 the inaugural year for quantum industry development in Busan and will spare no effort in investing and supporting the establishment of a southeastern Korea quantum cluster centered in Busan.”
