Busan City Publishes the “2025 Busan Construction Project Guide” to Support Practical Project Management

The City of Busan (Mayor Park Heong-joon) has announced the publication of the “2025 Busan Construction Project Guide” to enhance the understanding of construction-related duties among technical civil servants and support the efficient and systematic execution of public construction projects.

This guide is an updated version of the 2020 edition, and it was created to serve as a practical reference tool to help public officials better understand construction project workflows and apply relevant procedures in their duties.

Following a consultative meeting held in February 2025 between the city and local district offices regarding construction project design guidelines, attendees suggested the need for an integrated manual covering applicable laws and procedures. This guide was produced in response to that request.

The new guide presents a comprehensive summary of legal and procedural information essential for managing public construction projects. It is specifically designed to help newly appointed technical civil servants quickly grasp and apply the core processes.

The guide will also serve as official training material for the “On-site Job Training Program for District-Level Technical Civil Servants”, conducted semiannually by Busan City. This program aims to enhance practical skills for field work.

Min Soon-ki, Director of the Urban Space Planning Bureau, stated:

“Construction projects involve complex multi-step procedures and are governed by numerous regulations, making it especially difficult for newly appointed technical officials to carry out their duties.”
