Launching Administrative Innovation! Busan Opens the Future with Busan-style Intelligent Administration City - Signs MOU with NAVER Cloud

Busan Metropolitan City, led by Mayor Park Heong-joon, announced that it will sign a Memorandum of Understanding (MOU) with NAVER Cloud to implement Busan-style Intelligent Administration.

The signing ceremony will take place at 11:00 a.m. on April 8, in the 12th-floor meeting room of Busan City Hall, with Mayor Park Heong-joon and NAVER Cloud CEO Kim Yoo-won in attendance.

This MOU establishes a public-private partnership to promote AI-based administrative innovation in the public sector, aiming to build a sustainable, data-driven framework for intelligent governance and to deliver real-world success stories.

Key MOU Terms:

• 1.Purpose: Establish a collaborative framework and create successful cases for AI-driven innovation in public administration.

• 2.Busan City's Role: Provide policy and administrative support, testing, and promotion of AI projects.

• 3.NAVER Cloud's Role: Offer technical support, develop solutions, and collaborate with local companies.

• 4.Budget Sharing: Costs to be shared according to pre-negotiated roles.

• 5.Effective Period: From the date of signing until December 31, 2027.

With this MOU, Busan plans to continuously identify and commercialize cooperative projects with NAVER Cloud, aiming to gradually expand intelligent AI-based services across various sectors of public administration.

Busan will support the effort through administrative and policy resources, while NAVER Cloud will provide technology and collaborate with local companies to develop tailored AI solutions.

In line with Korea’s National AI Strategy released by the Ministry of Science and ICT in September last year, Busan launched its own AI Administrative Innovation Plan in October 2024.

Beginning in 2025, the city will actively apply AI in administration to enhance efficiency and provide more reliable public services.

As AI integration accelerates, Busan will introduce generative AI services in internal administrative processes this year, helping improve public employees’ productivity and enabling the city to respond more quickly to citizens' needs.

Busan plans to offer customized AI administrative services that directly benefit citizens—bringing to life the vision of “Busan That Empowers Me.”

• ○Launch by January 2026.

• ○Support voluntary AI study groups (MEET AI) for 20+ public officials.

• ●Innovation Projects:

• ○Encourage citizen-centric AI service proposals.

• ○Introduce RPA (Robotic Process Automation) to simplify routine processes.

• ○Host internal AI Idea Contests for city employees.

• ●Knowledge Sharing:

• ○Operate an internal AI bulletin board to share best practices and industry trends.

• ●Ethical Governance:

• ○In March, Busan became the first metropolitan city in Korea to publish AI Ethics Guidelines for public officials, ensuring fairness, trust, responsibility, and security.

• ○Busan also launched its Comprehensive AI Strategy to strengthen its position as a global AI hub city.
