Busan Metropolitan City Ordinance on Seafood Industry Promotion and Support

Busan Metropolitan City Ordinance No. 7216, 14. February, 2024., Enactment
- Article 1 (Purpose)
- The purpose of this ordinance is to prescribe matters necessary for the promotion and support of the seafood industry in Busan Metropolitan City, thereby strengthening its competitiveness and contributing to the development of the local economy.
- Article 2 (Definitions)
- The terms used in this ordinance are as defined in Article 2 of the Seafood Industry Promotion and Support Act (hereinafter referred to as “Act").
- Article 3 (Responsibilities of the Mayor)
- The Mayor of Busan Metropolitan City (hereinafter referred to as “Mayor") shall devise and implement necessary policies to foster and support the seafood industry, aimed at enhancing its competitiveness.
- Article 4 (Establishment of Promotion Plans)
- (1) The Mayor may establish a seafood industry promotion plan (hereinafter referred to as "promotion plan") in alignment with the basic plan for the promotion of the seafood industry as stipulated in Article 5 of the Act.
- (2) The promotion plan under paragraph (1) shall include the following:
- 1. Objectives and directions for promoting the seafood industry
- 2. Measures to integrate the seafood industry with the local fisheries sector
- 3. Plans for the development and dissemination of technologies related to the seafood industry
- 4. Strategies for fostering specialized human resources in the seafood industry
- 5. Measures to promote seafood consumption
- 6. Support for the development and promotion of seafood clusters
- 7. Plans for securing financial resources and annual investment strategies
- 8. Other matters deemed necessary by the Mayor for the promotion of the seafood industry
- Article 5 (Implementation and Support of Projects)
- (1) The Mayor may pursue the following projects to promote the seafood industry:
- 1. Conducting surveys to formulate policies for the seafood industry
- 2. Establishing and installing infrastructure, equipment, and facilities related to the production, processing, and distribution of seafood
- 3. Developing and disseminating technologies for the seafood industry
- 4. Training of specialized personnel in the seafood industry
- 5. Fostering and promoting the operation of seafood clusters
- 6. Expanding seafood consumption and promoting entry into overseas markets
- 7. Establishing and operating of an integrated support system for the seafood industry
- 8. Stabilizing the management and enhancing the competitiveness of the seafood industry
- 9. Certifying of seafood quality and safety
- 10. Undertaking other projects deemed necessary by the Mayor for the promotion of the seafood industry
- (2) The Mayor may provide financial support within the scope of the budget to seafood businesses based in Busan Metropolitan City or seafood business associations defined under Article 11 of the Act that wish to pursue projects as stipulated in paragraph (1).
- Article 6 (Consultation)
- When formulating or amending the promotion plan under Article 4, the Mayor may seek consultation from the Busan Metropolitan City Fisheries and Fishing Village Policy Deliberation Council, established under Article 8 of the Framework Act on Fisheries and Fishing Villages Development to gather expert opinions for building the foundation for promoting the seafood industry and enhancing its competitiveness.
- Article 7 (Entrustment)
- (1) The Mayor may entrust the projects listed in Article 5 (1) to public institutions or private organizations with expertise in order to efficiently promote and support the seafood industry.
- (2) Specific procedures and methods related to the entrustment of projects under paragraph (1) shall be governed by the Busan Metropolitan City Ordinance on the Entrustment and Agency of Affairs to Public Institutions and the Busan Metropolitan City Framework Ordinance on the Entrustment
- Article 8 (Awards)
- The Mayor may award individuals or organizations that have made significant contributions to the development of the seafood industry, in accordance with the Busan Metropolitan City Ordinance on Awards.
ADDENDUM
Ordinance No. 7216, 14. February, 2024.
- This ordinance shall enter into force on the date of its promulgation.
