Busan Metropolitan City Ordinance on Rewarding the Industrial Peace Prize

  • Article 1 (Purpose)
  • The purpose of this Ordinance is to prescribe such matters as rewarding the Busan Metropolitan City Industrial Peace Prize (Hereinafter referred to as the "Peace Prize").
  • Article 2(Prize Awardees)
  • Prize awardees will be selected among model laborers, businessmen, and members of relevant institutions and organizations in the Busan area who have contributed in industrial peace.
  • Article 3(Reward) (1)Busan Metropolitan City Mayor(hereinafter referred to as the "Mayor") confers the Peace Prize.
  • (2)The Peace Prize is classified into two categories; The Industrial Peace Prize and the Prize for Contribution to the Industrial Peace. The Industrial Peace Prize will be awarded to model laborers and businessmen, and the Prize for Contribution to the Industrial Peace will be awarded to persons of relevant institutions or organizations who have contributed in industrial peace.
  • (3)Prize awardees will be given a testimonial and a supplementary prize. The Mayor shall separately decide on matters such as the number of awardees, the way of awardee selection and the standard of selecting awardees
  • Article 4(Periodicity)
  • The Peace Prize will be awarded annually at the end of each year.
  • Article 5(Recommendation) (1)Persons among the following subparagraphs may recommend candidates for the Industrial Peace Prize.
    • 1. Heads of boroughs (Gu) and counties (Gun) and the Commissioner of the Busan-Jinhae Free Economic Zone Authority
    • 2. Heads of boroughs (Gu) and counties (Gun) and the Commissioner of the Busan-Jinhae Free Economic Zone Authority
    • 3. Heads of boroughs (Gu) and counties (Gun) and the Commissioner of the Busan-Jinhae Free Economic Zone Authority
  • (2)Relevant institutions and organizations may recommend candidates for and the Prize for Contribution to the Industrial Peace.
  • (3)The recommender shall submit the following documentswhen he/she recommends a candidate for the Peace Prize.
    • 1. 1 copy of the recommendation letter for a candidate
    • 2. 1 copy of the achievement record
    • 3. Proofs of the achievement (documents or data that prove the achievement matters including actual material, pictures and other records)
  • Article 6(Prize Committee) (1) The Busan Metropolitan City Industrial Peace Prize Committee(hereinafter referred to as the "Committee") shall be established to deliberate matters of the Peace Prize awardees.
  • (2)The Committee shall consist of no more than 20 members including the chairman of the Committee.
  • (3)The Deputy Mayor for Administrative Affairs shall be the chairman of the Committee and the members shall be either commissioned or appointed among any of the followings by the Mayor.
    • 1. Persons who are recommended by heads of labor organizations
    • 2. Persons who are recommended by heads of corporate-related organizations
    • 3. Persons who are recommended by the Busan Metropolitan Council.
    • 4. Persons who are recommended by heads of labor Authorities.
    • 5. Public officers of Busan Metropolitan City
    • 6. Other persons who have professional knowledge and abundant experience on the regional economy
  • (4)The members of the Committee shall either be commissioned or appointed every year, and automatically resign with the awarding of the Peace Prize of that year.
  • Article 7(Selection of Prize Awardees)
  • The Mayor shall decide on the Prize Awardees with a majority of the registered Committee members present and the vote of two thirds of the Committee members who are present.
  • Article 8(Executive Secretary and Clerk) (1)There shall be one executive secretary and one clerk to handle the affairs of the Committee
  • (2)The Director of Labor Policy Division of Busan Metropolitan City shall be the executive secretary and the Deputy Director of the same Division shall be the clerk of the Committee.
  • Article 9(Payment of Actual Expenses)
  • Daily expenses and travel expenses may be paid to the commissioned members in accordance with the Busan Metropolitan City Ordinance on the Reimbursement for Actual Expenses to such an extent as the budget permits.
  • Article 10(Prohibition of Double Awarding)
  • Double awarding is prohibited for the same distinguished achievement.
  • Article 11(Management of Prize Winner)
  • The Prize Winner prescribed in this Ordinance shall be registered in the Ledger for Prize Winners pursuant to the form prescribed in Article 17 of the Busan Metropolitan City Ordinance on Prizes and shall be managed separately.
  • Article 12(Mutatis Mutandis)
  • The Regulation on the Government Commendation and Busan Metropolitan City Ordinance on Prizes shall apply for matters which are not stipulated in this Ordinance.
  • Article 13(Municipal Rule)
  • Necessary matters for the enforcement of this Ordinance shall be determined by separate Municipal Rules.
