BUSAN METROPOLITAN CITY ORDINANCE ON SUPPORT FOR FOREIGNERS’ SCHOOLS

    Article 1 (Purposes)
  • The purpose of this Ordinance is to provide for matters necessary to support foreigners’ schools in order to improve the educational environment for foreign students and facilitate foreign investment.
    Article 2 (Definitions)
  • The term "foreigners’ school" in this Ordinance means schools provided for in Article 60-2 of the Elementary and Secondary Education Act.
    Article 3 (Responsibility)
  • Busan Metropolitan City shall make and implement policies to support foreigners' schools.
    Article 4 (Support for Foreigners’ Schools)
  • Foreigners' schools shall be supported pursuant to Busan Metropolitan City Ordinance on Promoting Attraction of Enterprises and Investment and Busan Metropolitan City Ordinance on the Public Property and Goods Management. (Amended by Ordinance No 4976, Jan. 1, 2014)
    Article 5 (Committee on Support for Foreigners' Schools) (1) The Mayor of Busan Metropolitan City shall establish the Committee on Support for Foreigners' Schools (hereinafter referred to as the "Committee") to deliberate on the following matters:
    • 1. Formulating policies to support foreigners' schools;
    • 2. Budgetary support for foreigners' schools;
    • 3. Other matters the Chairperson decides to discuss in committee meetings with regard to support for foreigners' schools.
  • (2) The Committee shall consist of not more than nine members, including one Chairperson.
  • (3) The Director-General of Administrative Management Bureau shall be the Chairperson of the Committee, the Vice Chairperson shall be elected by and from among the members, and the members shall be appointed or commissioned by the Mayor of Busan Metropolitan City from among persons who have abundant knowledge of and experience in education or foreign investment.   • (4) The term of office of commissioned members shall be two years and they may be consecutively commissioned for only one additional term: Provided, That members commissioned to fill vacancies shall serve the remaining term of office of their predecessors.
  • (5) Each Committee meeting shall require the attendance of a majority of incumbent members and each resolution shall be passed by a majority vote of those present.
  • (6) The Committee shall have one administrative secretary, who shall be the officer in charge of affairs related to foreigners' schools.
  • (7) The Committee may pay allowances and travel expenses to its commissioned members within budgetary limits.
  • (8) Necessary matters for the operation of the Committee other than those provided for in this Ordinance shall be determined by the Chairperson following resolution of the Committee.

  • This Ordinance shall enter into force one month after the date of its promulgation.
