Busan is committed to creating a foundation for happy multicultural families.

Busan is promoting various measures for social integration as part of early settlement and stable life support for multicultural families unfamiliar with life in S. Korea.

Multicultural Family Support Policy

Strengthening multicultural family support infrastructure
  • Operating Multicultural Family Support Center: Nine locations
    • Major Programs: A comprehensive service, including training, consulting, self-help group, interpretation/translation services, and language development projects
    • Base Center: Nam-gu Multicultural Family Support Center (Women's Center)
  • Operating Multicultural Family Support Council: Sixteen experts, twice per year (the first and second half of the year)
  • Operating marriage immigrant representative conference: Sixteen, two times per year (the first and second half of the year)
  • Enhancing supervision of international marriage brokerage business: guidance and supervision (twice per year), educating international marriage brokers (once a year)
Capability strengthening for the settlement and financial independence of marriage immigrants
  • Supporting Korean language education for marriage immigrants
    • Korean language training: Operated by Gu and Gun Office, three courses (a regular course, an immigrant children's course, and an intensified course)
    • Provides Korean-language textbooks by language and step: Propagation through Gu and Gun Office, Women's Center
    • On-site Korean-language training services: The Multicultural Family Support Center
      • Project Details: The Multicultural Family Support Center's instructors perform on-site training twice per week (Two-hour per session)
      • Project Target: Married immigrants (5 years or less since being admitted into S. Korea), and immigrant children (19 years old or below)
      • Training Period: 10 months
  • Providing translation/interpretation service for multicultural families: nine locations of the Multicultural Family Support Center
    • Chinese (Dong-gu, Gijang-gun), Vietnamese (Nam-gu, Sasang-gu, Saha-gu, Buk-gu, Haeundae-gu, Dongnae-gu, Busanjin-gu)
  • Marriage immigrant employment link training: Multicultural Family Support Centers
  • Network built programs, such as self-help gatherings of marriage immigrants: Multicultural Family Support Centers
  • Native-language books for marriage immigrants: Multicultural Family Support Center
  • Supporting marriage immigrants' livelihood
    • 10% EMS (Express Mail Service) fee discount: 10% EMS discount when shipping to one's country from a post office in Busan
      * Required to present certification of alien registration or family relation certificate
    • Exemption from foreign-currency remittance service fee: Foreign-currency remittance charges are exempted if remitted through Busan Bank; also offered special preference
      * Required to present certification of alien registration or family relation certificate
  • Multicultural Family Homepage and smart phone application service: providing eight foreign language service; integrated operations with 9 centers and related organizations
  • Marriage immigrant consultants: Mon. - Fri. from 10:00 am to 3:00 pm (☎ 051-888-1536)
  • Strengthening of Migrant Female Risk Management System
    • Migrant Women's Shelter: One location (Sweet Home, Busanjin-gu) with capacity for 15 people
    • Emergency Support Center for Migrant Women (24, Sajik-ro, Dongnae-gu, Busan ☎1577-1366), provides native-language speaker consultants
  • Operation of internship programs for marriage immigrant women
    • Financial support for businesses hiring marriage immigrant women as Interns through New Job Centers for Women (Saeil Center) (11 locations) (limited to 600,000 won per person)
    • Intern Eligibility: Marriage immigrant women who have registered to seek jobs at New Job Center for Women
    • Internship Period and Work Conditions: Five months, full-time (five days a week, 30-hour or more per week)
    • Intern Recruitment Financial Support: Limited to three million won per person, 600,000 won per month

Expanding educational support for children of multicultural families
  • Creation of bilingual family environment programs
    • Eligibility: Multicultural families with infants
    • Programs: Support parenting class and self-help group with teaching materials and tools, including content related to bilingual activity programs
    • Executing Organization: Multicultural Family-Support Center (* With placement of bilingual language coach at seven centers)
  • Language Development Assistance for Children
    • Eligibility: Multicultural children of age 12 and under
    • Programs: Language development evaluation, education courses, parental guide advice
    • Method of Teaching: Twice a week (40-minute per session); individual (1:1) and group classes
    • Executing organization: Multicultural Family Support Center
  • Door-to-door Service by Multicultural Family Support Center: Education services for parents, children’s life support service
    • Home visit education service by instructor of multicultural family-support center twice per week (Two-hour per session)
    • Education services for parents
      • - Eligibility: Marriage immigrants who need to foster children aged 12 years or younger
      • - Period: Three times in total (5 months for each session and total 15 months)
    • Children's life support service
      • - Eligibility: Multicultural children of age 3-12, migrant children
      • - Period: Ten months
        * Cost: Varies by income level (free to 2,000 won per hour)
  • Operation of College Student Cultural Mentoring Program
    • Eligibility: College students as mentor (foreign students and Korean) and multicultural children
    • Period: July - August (A total of 8 times, twice a week during summer vacation)
    • Programs: Hands-on cultural experience of Busan (exhibitions, historical sites); career consulting
  • Multicultural Youth Global Camp
    • Purpose: To establish identity, history, cultural understanding, and youth exchanges with the parent country.
    • Eligibility: Multicultural Youth
    • Programs: Exchange with local youth, voluntary service activities, enterprises and facility visiting
  • On-site educational support for children from multicultural family
    • Eligibility: 3-year-old children in elementary school or younger
    • Programs: Business agreement with Daekyo Inc. (December 2015)
      Door-to-door education of basic subjects for children before and after school age
  • Operation of Multicultural Family Father School
    • Eligibility: Multicultural families (fathers, children in elementary school)
    • Programs: Programs for the happy growth of multicultural children and the organization of multicultural families
Promoting social acceptance of multicultural families
  • Public projects to support multicultural families
    • Project Details: Discover and support excellent public programs to make the most of public expertise
    • Target of Participation: Non-profit corporations and organizations located in Busan
    • Public Offerings: Employment and venture support, children and youth support, and education of multi-cultural understanding
  • Education of Multi-Cultural Understanding: Twice a year
    • Target: citizen, personnel involved in related organizations, and civil servants
    • Programs: Training to promote an understanding of multicultural families and the cultural diversity of regional communities
