In 1995, civic organizations in Busan formed the Busan Citizens' Committee to Reclaim the Hialeah Site, raising the issue of returning the garrison. Their goal was to address the distorted urban structure caused by restricted development under the Military Base Protection Act, which had left the area neglected and deteriorated.
