Special traffic rules implemented during BIE visit

In early April, special transportation measures will be implemented while delegates from the Bureau International des Expositions (BIE) visit Busan. The envoy will be here to perform an on-site inspection as the city vies to host the World Expo 2030.

Busan Metropolitan City will implement an alternative no-driving day program, asking citizens not to drive their cars from 7 a.m. to 8 p.m. on April 4 to 7. The new rules will apply to non-commercial vehicles with a passenger capacity of 10 or less. 

The system will run on an odd/even basis. Vehicles with license numbers ending in an odd number will be prohibited from driving on odd-numbered days (April 5 and 7). Vehicles with license numbers ending in an even number will be prohibited from driving on even-numbered days (April 4 and 6).

The following vehicles are exempt from these special transportation measures:

- registered under the name of persons with disabilities and/or veterans of national merit 

- accompanying pregnant women and preschoolers

- for particular purposes, including emergency services, diplomacy or broadcasting 

- from other cities or provinces


The weekly No-Driving Day program will be suspended during this time.


The city will increase public transportation options by operating more subway trains and buses during this period. Local businesses will also join the effort by offering more shuttle buses for their employees.


Regarding the special transportation measures, Mayor Park Heong-joon said, “I hope this implementation will serve as an opportunity to show our passion to win the bid for the World Expo 2030 and advance citizens’ awareness about transportation. I hope the citizens will participate in the implementation actively and voluntarily.”
